What decides whether a file can be taken
Geography alone does not settle it. What matters is the combination of where the property sits, what kind of file it is, which documents exist, and whether a site inspection is necessary and possible.
A property in a distant region with complete documents and clear access can be simpler than a nearby one nobody can open.

After review, coverage is confirmed and the inspection is scheduled. Grouping several properties in the same region into one visit saves time and cost — common in estate files holding multiple properties across a district.
What happens before any visit
Much of the work needs no physical presence: reviewing documents, identifying what is missing, establishing the purpose, and fixing the report's scope and the appropriate approach. Inspection follows that; it does not precede it.
In practice, the file is already moving before a visit is arranged.
